Ministry of Electronics and Information Technology (MeitY) notified Ordinance on electronic and computer products (mandatory registration requirement), 2012, October 3, 2012, for fifteen categories of electronic items. 15 other product categories have been added by MeitY under this order on November 13, 2014.
According to the order, No person shall manufacture or store for sale, import, sell or distribute goods that do not meet the Indian standard specified in the order. Manufacturers of these products must apply to the Indian Bureau of Standards (BIS) after their products are tested by laboratories recognized by the BIS.
The Indian Bureau of Standards (BIS) then registers manufacturers as part of their registration system, who is authorized to declare that their articles conform to Indian standards.
Registered manufacturers are allowed to use the words “self-declaration – conforming to IS (corresponding Indian standard number) with R-XXXXXXXX. (Registration number) and/or place the standard mark notified by the Office.
Who can apply
- The manufacturers of one of the thirty products notified in the Order of mandatory registration (dated October 03, 2012 and as of November 14, 2014, issued by Miley ), located in India or outside India, may apply for registration in the mandatory registration system.
- Manufacturers must request a separate registration number for products manufactured in different locations.
- Manufacturers must request a separate registration number for each brand made in the same place.
Steps involved in the registration
- Candidates must apply in line for the grant of registration.
- Test reports from laboratories recognized by BIS under CRS to be sent with the request
- All foreign applicants without a liaison or branch in India must designate an authorized Indian representative (AIR) in accordance with the guidelines issued by BIS in the prescribed conditions nomination form
- Authorized Indian representatives of claimants outside of India must file an affidavit as set forth in the instructions.
- All applicants located in India must submit an affidavit.
- Complete the application form. Refer to the checklist of the document to send with the application form.
- Printed copies of the application to be sent in over there 15 following days over there submission in-line application. If you do not receive printed copies of the application within 15 days after the online submission, the application will be treated as canceled.
- BIS will examine the applications. (Consult some of the deficiencies frequent observed by BIS when reviewing the application.)
- BIS will post all questions about the online application and online applicants will have to answer them.
- The deficiencies communicated must be respected by the applicant without delay.
- The applicant shall be responsible for the general delay in the issuance of the record in the case of an incomplete application and a late answer to the questions.
- Once the application has been satisfactorily resolved and Affidavit of commitment has been sent, the registration is granted by BIS.
- The assignment of the registration letter will be charged to the applicant’s website.
- Registered manufacturers may request the inclusion of new models of the same product and the same brand under the same registration number.

Processing time
The total time for BIS recording will be around 30 ~ 35 working days, including test time (10 ~ 15 business days) and the processing time of the BIS application (15 ~ 20 business days).
This duration may be reduced if the applicant sends all requested information and documents promptly.
